Residence Permit Registration in Turkey: 2023 Updates and Guidelines

As of 2023, Turkey has implemented new amendments to its Immigration Law No. 6458, leading to significant changes in residence permit regulations. Understanding these updates is crucial for individuals seeking to register for a residence permit in Turkey.

Changes in Tourist Residence Permits

Tourist residence permits, traditionally sought for vacation purposes, can no longer be extended under the same conditions. However, this rule does not apply to residents of European Union countries, Slovenia, China, and Russia.

Investment in Real Estate

One of the avenues for obtaining a residence permit is through real estate investment. To qualify, the cadastral value of the purchased property must be $75,000 USD or higher.

Restricted Residence Permit Areas

Since July 1, 2022, residence permits for housing in 1,169 specific regions of Turkey are no longer attainable. These areas are now classified as «closed» and densely populated by foreigners, making up 20% or more of the total local population. This change affects various types of residence permits, impacting the choice of location for temporary or permanent residency in Turkey.

Required Documents for Residence Permit Application

When applying for an initial or renewal of a residence permit in Turkey, you’ll need the following documents:

  • Foreign passport along with copies of pages containing entry stamps to Turkey.
  • Birth certificates of minor children with an apostille stamp (if applicable).
  • Marriage certificate with an apostille stamp (if the property is registered in one spouse’s name).
  • All documents must be translated into Turkish and notarized.
  • Medical insurance («Sigorta») from a Turkish insurance company, covering the duration of the requested visa.
  • Receipt for the payment of the state duty at the tax office (fees vary by citizenship).
  • Passport-sized photos (3.5 x 4.5 cm) meeting specific requirements.
  • Tapu (property deed) along with a copy or a notarized «Kira» lease agreement signed by all adults.
  • Certificate from the Cadastral Department confirming the validity of Tapu.
  • Turkish tax number, available online at www.gib.gov.tr.
  • Printed application form from the website e-ikamet.goc.gov.tr.
  • A statement from a Turkish bank account for renewals (with a minimum balance of 5,000 euros).
  • For primary residence permits, all income-related documents must be from the host country and apostilled.
  • Registered utility meters (water or electricity) in your name, excluding apartment owners.
